How can I create vinyl wall art on my own?

I want to make wall art on my own instead of paying for it on-line, so I want to know how to make the vinyl stick to my wall so that it doesn't damage it. And what's the best way to go about cutting out my graphic?

A vinyl cutter can be constructed from an old (perhaps ex-school) X - Y Plotter. Then you can cut detailed images from your own designs.

Search the net for info on constructing plotters etc.
